You and I share a birthday! (though you are younger than me............bugger!).
I'm interested in what makes you "afraid" to facilitate change? Sounds like you really have nothing to lose? I have found that the more you open up to people the more they open up to you, if you think the organisation is in trouble then I'd bet my bottom dollar a few others do too. Why not try to talk to a few more people then collaboratively you could instigate some changes.

Katie, that's definitely a different, um, kettle of fish!
It's always tough for me to 'expend energy' on something when my heart's not in it. So in a situation like yours, I'd be inclined to coast/bide my time.
But there might be a CYA/Choose Your Attitude possibility here for you. It could go something like this:
"I'd like to learn more about FISH! and this might be an opportunity to practice/experiment with it while I'm biding my time here. Even if it went nowhere organizationally, it might prove useful to me at some point in my own business, as well as my personal life. And if it touched the lives of just a few of these good people who I've worked with in this place, then I might feel like I've left a bit of legacy here that I can be proud of/feel good about."
So the energy needed for you to tackle this would be more likely to be available because you'd be doing it both for yourself (your future) and the people you care about, not for the company.
